The South Carolina Department of Revenue (SCDOR) was operating on a mix of outdated legacy systems, including a 1980s mainframe and a fragile, unfinished modernization attempt. This fragmented environment hindered agency cohesion and efficiency. Seeking to unify its operations and adopt modern best practices, the SCDOR went in search of a commercial off-the-shelf (COTS) solution to propel it into the future. They selected Fast Enterprises and its GenTax software to meet this challenge.

The solution, named DORWAY, was successfully implemented by Fast Enterprises over four years, replacing all legacy systems without missing a single deadline. The project was completed through four major rollouts between 2015 and 2018, which brought numerous tax types onto the new platform. The new system delivered significant benefits, including more accurate revenue distribution, enhanced self-service options for taxpayers, and a unified agency. The success was attributed to strong executive support, a business-led approach, and a focus on communication and change management. Following the implementation, the SCDOR continues to work with Fast Enterprises on planned enhancements, ensuring the system evolves to meet future needs.
