The North Dakota Department of Transportation (NDDOT) faced a significant challenge with its antiquated, 40-year-old mainframe system for its Driver License Division. This outdated technology was difficult to maintain and lacked the flexibility to support needed improvements, creating a stark contrast with the modern system already implemented for motor vehicles. Partnering with Fast Enterprises, NDDOT sought to replace this legacy system and unify its driver and vehicle services into a single, efficient platform to better serve the public.

Fast Enterprises implemented a new solution called LEGEND (Licensing Enterprise Gateway Endpoint for North Dakota), which integrated the new driver license functionality with an upgraded version of the existing motor vehicle system. The results were substantial, including vastly improved ease of use, accuracy, and efficiency for staff, as well as enhanced customer service and online options for citizens. The project, completed in May 2022, equipped NDDOT with a modern, unified system that reduced errors, streamlined training, and established a flexible foundation for future improvements and continuous innovation.
