Wayne County’s Department of Community Justice was facing escalating out-of-home care costs, high escape rates, and recidivism among adjudicated youth and needed a system to monitor every juvenile, benchmark outcomes, and coordinate services across partners. To address this, Wayne County implemented the Juvenile Agency Information System (JAIS) built on the FAMCare software platform to track youth, eligibility, services and performance across its network of care management organizations.

Using FAMCare (JAIS) to link courts, care managers, health and mental‑health providers, and the state agency, Wayne County centralized case records, reporting and billing and created a single point of entry for roughly 2,500 youth. As a result, the county reported dramatic reductions in secure detention and other out‑of‑home placements within two years, declines in drug use and recidivism, and more effective use of fiscal resources.
