The city of San Jose faced a significant challenge as its existing website for affordable housing provided little useful information, making the search process difficult and frustrating for those in urgent need. Contact details were often missing, and there was no clear information on eligibility. The city partnered with Exygy to create a better system with accurate information and an online application process.

Exygy implemented its Bloom Housing platform, using an Agile approach to quickly build and improve San Jose's housing portal. The solution included a thorough security analysis, the addition of listings, and the integration of a widely accepted common application. The results were highly impactful, with the portal processing 5,674 applications in 2022. The average time to complete an application was just five minutes, and the application was available in four languages, greatly streamlining the housing search for residents.
