Santa Barbara County Clerk-Recorder needed to comply with California AB 1168, which required redaction of sensitive information from all public documents filed from 1980 to the present. To address this challenge, the county evaluated vendors and selected Extract Systems, using its ID Shield automated redaction solution along with FLEX Index automated data capture to improve efficiency and integrate with the county’s existing records management system.

Extract Systems implemented ID Shield and FLEX Index within 60 days of contract signing, after a month of rigorous testing. The project helped Santa Barbara County move toward compliance, delivered a 66% capture rate with FLEX Index, and projected savings of 450 staff hours per year. ID Shield also identified all SSNs in a validation queue after one week of review, outperforming the county’s manual process.
