The Dutch Ministry of Interior’s National Crisis Centre (NCC) needed to modernize public warning beyond mid‑20th‑century sirens, TV and radio. The challenge was to deliver real‑time, robust, location‑specific alerts that provide actionable information to the majority of citizens while protecting privacy—requirements that ruled out SMS and traditional systems.
The NCC chose one2many’s Cell Broadcast system, which sends instant, cell‑targeted text alerts to all handsets in an area without registration. A Zeeland trial with 600 handsets reached 72–88% of users and 80–94% found the service useful; based on these results the NCC moved to nationwide deployment with mobile operators and the approach has drawn interest across Europe.
