Tulare County, California (population 450,000+, eight cities and major national parks) needed a reliable way for departments, cities, agencies and partner organizations to send operational, incident and emergency messages to residents and staff while managing multiple message senders, varying privacy/access needs, and reducing unnecessary 911 and dispatch traffic.
The county implemented Everbridge with an opt‑in portal, customizable templates and a mobile app so responders can send geo‑targeted voice, text and survey messages from the field and control access by agency. As a result responders increasingly publish alerts themselves, notifications reach affected communities faster and more accurately, 911/dispatch loads have fallen, and social services can quickly identify and support vulnerable residents.
