Guilford County, North Carolina (population ~541,000) faced intensified operational demands during the COVID‑19 pandemic—vaccine distribution, sheltering under health constraints, civil unrest, and severe weather—exposing gaps in automated, two‑way public and employee communications. The Emergency Management team needed a comprehensive notification solution to streamline alerts, engage the public, and automate stakeholder messaging.

The county used Everbridge Mass Notification to automate outreach and coordination, from an opt‑in SMS system for vaccine appointments (26,000 English and Spanish opt‑ins) to rapid alerts for cancellations/rescheduling, Conference Bridge support, and automated SitRep distribution. The result was improved community engagement, faster, more reliable notifications, significant time savings over manual processes, and a scalable platform for future alerts and additional organizations (Public Health, city water).
