Support for Data on Local Government Initiatives in France

Indre-et-Loire General Council, a French departmental council with about 2,900 agents responsible for services across the territory and managing roughly €482M in operating expenses and €79M in capital expenditures, needed more timely, detailed analyses tied to source systems so elected leaders could plan and justify investments while staying within budget. To broaden GIS beyond specialist use and build an all‑around communication tool, the council partnered with ESRI (Esri France) to develop a dashboard using Insights for ArcGIS.

ESRI implemented Insights for ArcGIS through the council’s GIS division to deliver interactive, data‑linked dashboards that let non‑expert users run spatial analyses, visualize results, and access statistics on demand. The solution reduced dependence on the GIS team, improved data quality and accessibility across services, sped up decision‑making, and made analysis a standard part of planning—delivering measurable operational efficiencies and faster access to the information decision‑makers need.
