Organizational Support Is Key to Initiative’s Success

The Los Angeles County Metropolitan Transportation Authority engaged ESRI to modernize its enterprise GIS after discovering that siloed workflows and multiple ArcGIS product versions were hindering data sharing, planning, and mission‑critical operations like maintenance and safety. LA Metro needed a standardized location strategy and toolset—including ArcGIS Enterprise and ArcGIS Pro deployments—alongside organizational support to help staff adopt new workflows.

ESRI Services implemented the location strategy, deploying ArcGIS Enterprise and ArcGIS Pro, building apps for asset management, digital asset inspection, and real‑time situational awareness, and delivering people‑focused change management (including the Preparing for Change workshop). As a result, Phase 1 completed at the end of 2020 with 11 departments actively using new ArcGIS apps, faster adoption and increased GIS users, improved cross‑department collaboration via ArcGIS Hub and StoryMaps, and ITS now regarded as a partner in innovation.
