Lower Valley Water District's Journey to Becoming Geospatially Driven

Lower Valley Water District (LVWD), which provides water, wastewater, and solid waste services across 210 square miles of El Paso County, sought to modernize operations by becoming a geospatially driven organization. Lacking a dedicated GIS team and relying on paper-based workflows for tasks like water-rights monitoring, LVWD turned to ESRI for help, leveraging ArcGIS (including ArcGIS Collector and ArcGIS Pro), ESRI Services, and the ESRI Advantage Program for training and technical guidance.

ESRI helped LVWD implement a training plan, migrate data, and build mobile and desktop solutions—notably an ArcGIS Collector app integrated with ArcGIS Pro—to replace manual violation tracking. The rollout expanded ArcGIS users from about 15 to more than 80 across departments, enabled field crews to capture photos and real-time reports, and resulted in 92 documented water-rights violations (leading to penalization fees), improving collaboration, data quality, and operational efficiency.
