Helping the Homeless with GIS

The Redlands Police Department faced a growing homeless population and struggled to track and share camp and outreach data across departments and with neighboring agencies. To improve situational awareness and data collection, Redlands turned to vendor ESRI and implemented the Survey123 for ArcGIS mobile form solution (nearby Rancho Cucamonga also deployed ESRI’s Collector for ArcGIS).

Using ESRI’s Survey123, Redlands established a fast, standardized data‑collection workflow that improved interdepartmental collaboration and helped connect people to shelters, VA and county mental‑health services. Since deployment, Redlands identified 164 homeless adults and children, Rancho Cucamonga recorded 215 contacts, and both cities report better real‑time data sharing and more effective outreach — prompting plans to expand ESRI GIS best practices across San Bernardino County.
