Developing a New Geospatial Strategy for Local Government

Bonneville County's GIS Department, serving a population of about 115,000, began as a single-person operation and faced legacy systems, limited resources, and limited buy‑in from county leadership. To modernize its geospatial capabilities and broaden adoption across departments, the county partnered with ESRI and adopted the ArcGIS platform (including ArcGIS Online and ArcGIS Hub) alongside ESRI Professional Services and the Advantage Program for strategic support.

ESRI’s Professional Services and Advantage Program, plus offerings like the Web GIS Launch Kit and Managed Cloud Services, helped Bonneville County deploy interactive web maps, Hot Spots fire tools, and an ArcGIS Hub COVID‑19 site in one day. The results were rapid and measurable: GIS played a critical role in the 2016 Henry’s Creek Fire response (helping save homes), the COVID Hub has received over 25,500 views, the team grew to six staff and now supports nine other departments, and GIS was elevated to an independent department—improving situational awareness, workflows, and countywide decision making.
