Baltimore County Public Schools, the 26th largest U.S. school system with 173 schools and more than 105,000 students, faced procurement limits with its previous provider and needed dynamic, automatically updated catalogs, faster requisitioning, and a paperless eProcurement system to make online ordering the primary method for staff. To meet these goals BCPS selected ESM Solutions and implemented its easyPurchase, easySourcing, SpendAnalytics and ContractManagement applications to support more than 12,700 end-users and manage hundreds of preferred supplier contracts.

ESM Solutions’ implementation enabled BCPS to achieve paperless requisitions (2010) and scale eProcurement—processing 8,900+ electronic orders in 2011 and 10,400+ in 2012, and more than 85,000 ePOs valued at over $38 million since 2001. The deployment produced measurable results: a 78% reduction in transaction and administrative costs, delivery time cut from five days to 24–48 hours, 10–15% lower shipping costs, 43% fewer suppliers since FY08, a 33% reduction in catalog surplus, real-time supplier notifications and supplier payment within 24–48 hours, improving compliance and returning savings to classrooms.
