The Municipality of Molenwaard (pop. 29,000) faced a major infrastructure challenge after a 2013 merger: building a single town hall would cost $17.5M (€15M) but the combined budget was only $3.5M (€3M). Rather than erect a costly building, leaders opted for a digital town hall that required a secure, highly available IT platform to deliver 24/7 services and support a mobile workforce.

Working with MatrixMind and Equinix, Molenwaard colocated on Platform Equinix, used Equinix Cloud Exchange Fabric to connect its distributed systems, and migrated services to Microsoft Azure. The cloud-first approach saved $14M (€12M), cut office space needs by more than 50%, combined online self-service with in‑person outreach, and lifted median citizen satisfaction to 8.1.
