The City of Phoenix, a municipal employer of over 16,000 with about 1,000 new hires or rehires annually, was using a paper-based I-9 process that had become cumbersome, time-consuming and prone to error. With Arizona considering a law requiring E‑Verify and a January 2008 compliance deadline approaching, the city sought a paperless, compliant I-9 solution.
Equifax implemented an electronic I-9 service integrated with E‑Verify, trained key staff via a train‑the‑trainer program, and went live before the law took effect. The city achieved regulatory compliance, reduced labor hours, eliminated fraudulent Social Security numbers, and now saves an estimated $15–$20 per I-9 (and over $100 for complicated or fraudulent cases), with automated compliance reporting for reverification, purging and missing forms.
