The Norwegian Labor and Welfare Administration (NAV), a major public welfare agency, faced the challenge of modernizing its massive and complex website. With over 15,000 pages and 200,000 daily visitors, NAV needed to migrate from a traditional CMS to a headless architecture to streamline processes, improve scaling, and better guide users through its services without compromising the experience for its more than 100 content editors.
