How a Large State Went from Zero to Hero

Penn State Facilities Engineering Institute (PSFEI) partnered with the Commonwealth of Pennsylvania to solve a sprawling, decentralized utility-data problem and comply with Governor Tom Wolf’s Executive Order 2019-01. To centralize thousands of meters and accounts and gain enterprise-level analytics and bill processing, the state selected EnergyCAP and EnergyCAP’s Bill CAPtureSM service in 2019.

EnergyCAP and Bill CAPtureSM were deployed to receive, audit and import utility bills into a single database, enabling automated analytics and agency reporting; PSFEI used the platform to uncover ~2,300 unknown meters and consolidate tracking (about 16,000 meters across ~4,000 facilities and more than 10,000 accounts). The program produced measurable results: a 3% reduction in energy use in year one and a 6.2% statewide reduction in FY2020, recovered refunds and cost reductions (including a >$200,000 gas refund, up to $40,000 from a meter multiplier error, $15,000 for a mistakenly paid sold facility, and over $630,000 from account solicitations), faster bill processing, and stronger agency accountability through EnergyCAP.
