County of Riverside (Riverside County, CA) oversees more than 1,800 facilities and roughly 4,500 utility accounts across 57 vendors. When Energy Manager Janet Purchase arrived she found a largely manual, error-prone utility bill process and an outdated energy management tool, so the county purchased an EnergyCAP Enterprise license to modernize bill processing and energy accounting.

Working with EnergyCAP, the county implemented EnergyCAP as the “smart front end” with batch entry, automated audits, PeopleSoft export via an ECI reformatter, EDI imports, and EnergyCAP’s hosted database plus Bill CAPture OCR service. The changes cut manual bill entry by 35%, reduced per-bill cost from $5.21 to $1.70 (about $48,488/year), produced $490,879 in audit-avoided costs and $115,620 in EDI savings, and delivered total documented savings of $710,044 since 2012 on an $118,000 investment (601% ROI).
