The State Government, a major US state, faced a regulatory challenge when new Renewable Portfolio Standards increased its mandated solar energy purchases. These changes, which also decreased the cost of new solar energy, created a complex and costly accounting issue for its electricity supply. Enel X, the state's provider of energy supply management and advisory services, was engaged to help navigate this challenge.
Enel X identified that the state's electricity provider had made an accounting error, incorrectly passing on the costs of the new mandates without providing credit for savings from decreased existing solar obligations. Enel X contacted the provider to correct this error and successfully negotiated for the use of current, lower market prices for solar renewable energy credits. This intervention by Enel X resulted in significant cost savings of $0.47/MWh, amounting to approximately $165,000 for the state government in FY17.
