State Government in India issues DSCs in under 24 hours with eMudhra

The IT department of a state government in India faced a slow and administratively cumbersome process for procuring Digital Signature Certificates (DSCs) for its employees through external Certifying Authorities. The challenge was to enable digital workflows at scale while reducing costs and dependence on commercial CAs. The state government partnered with eMudhra to establish its own Certifying Authority using the emCA solution.

eMudhra deployed its emCA platform, enabling the state to operate as a Sub-Certifying Authority under India's national PKI framework. The solution integrated an HSM for security and the emRA module for in-department identity verification. This reduced the DSC issuance turnaround from several days to under 24 hours, extended coverage to 22 departments, and allowed the state to issue certificates directly under its own authority.
