The City of Minneapolis sought to transform its static 2040 Comprehensive Plan PDF into a dynamic, accessible digital experience to improve civic engagement and public feedback. The city partnered with Emergent Software to build a platform that would be WCAG and ADA compliant, mobile-friendly, and allow residents to comment directly on specific plan sections.

Emergent Software developed an accessible Umbraco CMS website featuring a custom public feedback system and a modular component architecture. The solution significantly increased the quantity and quality of public engagement, providing residents with a more approachable way to participate and giving city staff greater visibility into resident concerns. The platform was praised for its usability and set a new standard for digital public planning.
