DC Water, operator of the Blue Plains Advanced Wastewater Treatment Plant, needed a better way to close communication gaps across multiple shifts, crews, and process areas at its large, complex facility. After years of underinvestment and siloed operations, staff often lacked visibility into shutdowns, equipment issues, and changes elsewhere in the plant. eLogger provided a digital logbook solution to replace paper logs and improve plantwide communication.

With eLogger, DC Water implemented an online, real-time logbook that linked supervisors, general foremen, process engineers, and technicians across the plant. The system supported audit trails, searchable entries by process area and crew, and notifications for critical issues, helping improve accountability and transparency. DC Water required supervisors to log all issues and improved the quality of entries over time; compliance took nearly 6 months, and the broader communication process helped the plant operate with staffing reduced from 240 to 120 while continuing to meet permit requirements.
