The Bundeswehr, the German Armed Forces, needed a secure, sovereign and device-independent real-time communication solution that could meet strict public-sector confidentiality and data-security requirements. Consumer messaging apps such as WhatsApp, Signal and Telegram were unsuitable, so it worked with Element to build a compliant alternative based on Matrix.

Element helped BWI GmbH develop and launch BwMessenger, a Matrix-based secure messaging and collaboration app for official and private devices. The solution rolled out to more than 30,000 devices during the pilot phase, launched fully in November 2020, and has since grown to more than 100,000 active users; it was also certified by Germany’s Federal Office for Information Security for sensitive communications up to VS-NfD on Bundeswehr-issued secure devices.
