The Scottish Government engaged Elcom, Inc. to deploy a public-sector-wide e‑Invoicing programme, facing the challenge of rolling out a seamless, standardised service across all Scottish public bodies within tight timescales and ahead of EU e‑Invoicing mandates. The initiative used Elcom, Inc.'s ELCOM e‑Invoice/ELCOM e‑Invoicing platform via PECOS to give suppliers of any size a simple, secure way to submit invoices in standard formats.

Elcom, Inc. delivered the solution through landscape analysis, pilots, tailored pre‑implementation work and supplier onboarding; the platform validates and converts invoices to XML for presentation to clients’ purchasing and finance systems. Since starting in 2014 the programme processed over 172,000 invoices by July 2017, achieved more than £2.3m in transactional efficiency savings, improved P2P/AP processes, reduced mismatch and duplicate‑payment risk, and ensured compliance with the EU e‑Invoicing directive.

The Scottish Government
