The NHS Collaborative Procurement Partnership (NHS Collaborative Procurement Partnership), a collaboration of four procurement organisations including NHS London Procurement Partnership (LPP) and NHS North of England Commercial Procurement Collaborative (NOE CPC), faced fragmented catalogue and master‑data processes across different system footprints while managing very large national contracts and Department of Health initiatives (GS1, PEP‑POL, Scan4Safety, Carter Report requirements). They engaged Elcom, Inc. to provide a catalogue content management solution (Elcom CPP Joint e‑Catalogue with optional PECOS P2P/e‑Invoice) to centralise product specification, pricing and master data.

Elcom, Inc. implemented an externally controlled master‑data hub that enforces common industry data formats, integrates with national and local content providers, and automatically syndicates standardised catalogue and pricing to subscribing hubs and Trust purchasing systems. The Elcom solution created a single source of truth across CPP—an organisation influencing roughly £6–7.5bn of NHS non‑pay spend and representing about 60% of NHS trusts—supporting Department of Health initiatives, GS1 compliance and reducing pricing anomalies and invoice queries in end‑user P2P systems.
