Scaling Instruction for Multiple School Districts

The San Joaquin County Office of Education (SJCOE) is a regional agency serving nine independent districts around Stockton, CA, with more than 20 satellite sites and about 1,200 students in alternative programs (grades 7–12) — many expelled, on probation, or homeless. With high mobility, varied campus sizes, and a diverse population (including 25% ELLs and 72% free/reduced lunch), SJCOE needed a remotely manageable solution that could address credit recovery, test prep, benchmarking, RTI, acceleration, special education, and ELL instruction across disparate environments.

SJCOE deployed Plato Courseware, EdOptions Academy, and ESL ReadingSmart to provide a scalable, flexible blend of in-class, lab, and remote learning options. The tools helped students accelerate credits and gave teachers resources to scaffold instruction; staff surveys praised the programs, county cohort graduation rates have risen steadily over four years, and SJCOE is leveraging these gains as it joins the Career Pathways Alliance 2050 consortium.
