Providing Mobility for a Transient Student Population in Jacksonville

Onslow County Schools launched Onslow Virtual Academy in January 2017 to serve a highly transient student population tied to nearby Camp Lejeune, where nearly half of students change schools during the year. Frequent moves and gaps in course offerings left many students—especially military families who often homeschool—at risk of losing credits and falling behind on graduation requirements.

The district used a DoDEA grant to partner with Edmentum’s EdOptions Academy, provide laptops, and offer a blended-learning model with more than 100 online courses (including electives like anthropology and entrepreneurship) and state assessments as finals. The program opened with 85 students taking 200+ classes, grew to 220 students in 2017–18, and produced math and English proficiency rates up to 10 percentage points above district and state averages, with strong training and implementation support.
