City of Hoover, Alabama, faced rising costs, vendor lock-in and an overly complex licensed network that exceeded the city's needs. To modernize and gain flexibility while remaining cost‑efficient, the City of Hoover chose Edgecore Networks' Open Network 10G/1G switches paired with the Pica8 PICOS network operating system.

Edgecore Networks' switches and Pica8 PICOS were deployed across two data centers and nine city buildings (about 50 Edgecore switches), implementing a flatter leaf‑spine design with redundant low‑latency links and up to 40G per wiring closet. The solution delivered submillisecond response times, simplified management, full backward compatibility, and roughly 35–40% cost savings versus the previous proprietary setup while substantially increasing bandwidth, reliability, and lowering maintenance expenses.
