Wellmark Blue Cross and Blue Shield, a mutual insurer serving more than two million members in Iowa and South Dakota, faced a paper‑intensive, manual contract process that drove up administrative costs and risked compliance with Affordable Care Act requirements. Contracts were tracked via spreadsheets, required multiple printed copies and UPS shipping, and averaged $5.80 in printing and shipping costs per contract, creating waste, delays and difficulty verifying the most current documents.
Wellmark implemented DocuSign in January 2012 to automate signatures and tracking, eliminate spreadsheets and reduce paper and shipping waste. The change cut contract cycle time in half for agent agreements, enabled 6,136 electronic signature envelopes in 2012, saved $35,588.80 in printing and shipping and more than 200,000 sheets of paper, and was expanded across departments—delivering sustained cost savings, process efficiencies and improved regulatory compliance.
