Tri-Counties Regional Center (TCRC) supports about 5,000 people with developmental disabilities across San Luis Obispo, Santa Barbara and Ventura counties, but was bogged down by extensive, paper-based Medicaid paperwork and legal uncertainty around electronic signatures. Bureaucratic and legislative hurdles had to be cleared before eSignatures could be used for recertification and other required forms, and many participants could not physically sign paper documents.
TCRC implemented a digital workflow using the DocuSign eSignature API alongside Box and Canon, pulling metadata from its IBM AS/400 to automate routing and storage. The change simplified a 10‑step paper process into an automated flow, with 46% of documents completed in under 24 hours, a 37% drop in documentation units, a 50% increase in face‑to‑face time, and more than 200,000 pages saved in 24 months — all built in under 140 development hours by two developers.
