The New Mexico Educational Retirement Board (NMERB) manages retirement benefits for over 160,000 educational employees and was facing a surge in retirement activity—exacerbated by COVID-19—while still processing roughly 300,000 paper documents a year. Paper-based workflows created long delays (often two weeks or more) and very high error rates on forms, making faster, remote-friendly processes essential during the organization’s busiest season.
NMERB implemented DocuSign eSignature in six weeks—using PowerForms, virtual training, and a small pilot—to digitize the retirement application and other forms. The change cut average turnaround from about two weeks to two days, drastically reduced errors, improved member and employer experience, and has expanded to eight key processes with plans for SharePoint integration and broader eNotary use.
