Missouri’s Rehabilitation Services for the Blind Taps DocuSign to Empower the Visually Impaired

Missouri’s Rehabilitation Services for the Blind (RSB), a unit of the state Department of Social Services that connects blind and visually impaired Missourians with vocational and support services, historically relied on in-person meetings to complete and sign paper forms. The COVID-19 pandemic made that model untenable and RSB needed a secure, standards-compliant digital alternative that met HIPAA, ADA and WCAG requirements so clients could continue to access services independently.

RSB implemented DocuSign eSignature with help from DocuSign Professional Services, configuring accessible agreement templates and going live in just over two months. The solution supports screen readers, high-contrast tools and keyboard-only input, enabling clients to sign documents independently, speeding turnaround times, reducing administrative burden and giving the agency lasting agility and positive client feedback.
