Covered California, the state agency that runs California’s private insurance exchange and coordinates with the Department of Health Care Services, manages relationships with roughly 14,000 certified insurance agents. The agency was overwhelmed by paper-based agreements, certifications and payments: the manual process was slow, error-prone, difficult to track and raised security concerns around sensitive personal information, so a secure digital transformation was required.
Covered California initially implemented DocuSign through an internal workaround and later integrated directly with DocuSign’s platform. Automation now pre-populates data and enables immediate e-signatures, cutting agreement turnaround from about nine months to two–three months, while improving access controls, interdepartmental visibility, record retrieval and compliance and reducing personnel and paper costs.
