A DocuSign Case Study
The City and County of San Francisco’s Office of the Treasurer & Tax Collector (TTX) faced rapidly growing demand for new business registrations driven by the sharing economy (Uber, Lyft, Airbnb). Using an OCR-based process, TTX was limited to about 10,000 registrations per year, with a 21-day average turnaround, staffing constraints and per-registration costs they wanted to reduce.
TTX partnered with Avoka to add DocuSign eSignature API to Avoka’s Transact platform, creating a fully digital, validated and cloud-based registration flow that dynamically builds and sends documents for eSignature. The quick integration (built with DocuSign’s Java SDK) let TTX scale operations, tripling volume to more than 30,000 transactions, reassign seven full-time staff, achieve a 138% increase in registrations since 2013, and complete 80% of registrations in about 45 seconds; API rate-limit issues were resolved with batching/webhooks.
