Document management technology enables El Dorado Irrigation District to slash paper, improve efficiency, and meet records management requirements

El Dorado Irrigation District (EID), a northern California utility serving nearly 100,000 people, faced runaway records growth—hundreds of thousands of unmanaged digital files, massive paper archives across a multi‑building campus, loose security, and a new requirement to comply with California’s CalRIM records‑management rules. Manual searching and duplication were common, and proposed paper‑based or full staff training solutions were costly and disruptive.

EID implemented Document Locator with document scanning and a Canon scanner to create a Windows‑compatible, searchable, auditable repository. An initial project scanned 87 boxes (board minutes, accounts payable, 30,000 timesheets), moved records into a CalRIM‑compliant folder structure, and deployed the system in finance; 30 users now migrate and manage files centrally. The result: drastically reduced paper handling, faster access to records, stronger security and audit trails, regulatory compliance, minimal user training, and lower cost than alternative solutions.
