DocStar Imaging System Linked With GIS Software to Speed Document Access For Chester County Conservation District

Chester County Conservation District, a 18‑person municipal agency serving a county of about 433,000, faced slow, labor‑intensive information retrieval and costly large‑format file storage while maintaining roughly 400,000 pages across 2,000 case files (retained up to five years). The District needed a way to quickly find and manage frequent references and updates to active cases, including large blueprints, without expanding staff or storage space. DocStar was selected to address these challenges.

DocStar implemented its DocStar ECM imaging system integrated with ESRI’s ArcMap GIS to provide a map‑based, one‑click document retrieval experience (deployed with partners Yerkes Associates and ImageNet). The DocStar solution and its AuthentiDate functionality enabled scanning and authenticated electronic records, cut response times from as much as three days to under five minutes, eliminated about 600 sq. ft. of paper storage, and positioned the District to handle a projected tripling of documents without significant staff or budget increases.
