Cleveland Utilities, a vital services organization in southeast Tennessee serving tens of thousands of electric, water and sewer customers, struggled with inefficient, paper-based financial and purchasing workflows that wasted time and resources. To move to a true paperless, end-to-end workflow system they selected DocStar (DocStar Content Management) to replace manual PO, invoice and check-handling processes.

With DocStar (implemented with partner Mosaic), Cleveland Utilities migrated legacy PO data, integrated the solution with their ERP via DocStar’s API, and automated electronic approvals and document retrieval. The result: automated, paperless workflows that slashed month-end check runs by roughly 50% (from ~150–160 to 75–80), freed about 400–500 sq. ft. of filing space, sped vendor payments, enabled remote approvals, improved PO timing and compliance, and freed staff time for higher‑value work.
