The City and County of Denver, a consolidated city-county of about 600,000 residents, faced rapid growth in online service use and an unwieldy web presence—300 separate portals and over 18,000 pages—built on a limited, homegrown CMS that produced inconsistent agency sites and made content management difficult. The IT team needed a streamlined, scalable platform and a way to improve navigation and customer service while reducing reliance on costly phone-based support.
Denver implemented DNN Evoq Content as a single-instance platform, consolidating sites from 300 to 70 and trimming pages to about 7,000, adding a consistent navigation and visual structure, role-based permissions, and author-friendly editing tools. A new 311 web portal powered by dynamic forms is shifting constituents to self-service, improving response times and lowering call-center costs, while the unified site is easier to manage, more scalable, and delivers better service to residents.
