The City of Tampere faced the challenge of transforming its employment and integration services to meet new Finnish legislative reforms set for 2025. The city partnered with the vendor Digitalist to utilize service design and stakeholder engagement to define a target customer experience, clarify the job seeker journey, and prepare for the upcoming changes.

Digitalist implemented a solution centered on co-development through a series of workshops and collaborative design projects. This approach enhanced stakeholder engagement across a multi-actor network and resulted in an improved, customer-centered service design with more accessible processes for job seekers. The work successfully built a foundation for a more effective and responsive employment services system aligned with the 2025 reforms.
