The City of Westminster partnered with Digital Map Products to address inefficient, manual workflows across its Public Works and Plan Check departments. Staff had to locate numerous CAD drawings and paper files by hand for projects ranging from storm drains to traffic signals, and permit issuance was slow and dependent on outside records, leaving the city unable to easily track construction activity, business growth, or code-violation trends.

Westminster implemented DMP’s CityGIS2, hiring an in-house engineer experienced with the platform, scanning and linking As‑built drawings via Document Linking and the Relationship Manager, and integrating CityGIS2 with the HDL permitting system. The result: permit lookups that once took one–two hours now take minutes, about $20 saved per project task, citywide access to project documents, better presentation tools for commissions, and new ability to analyze permit- and code‑violation trends for planning and enforcement.
