Nye Veier, a public sector organization owned by the Norwegian Ministry of Transport, faced a slow and inefficient land acquisition process for its road building projects, which relied on unintegrated digital tools, manual processes, and spreadsheets. To build a more transparent and productive system, they partnered with vendor Devoteam to develop a modern digital platform using ServiceNow App Engine, Customer Service Management, and Integration Hub.
Devoteam created a custom low-code application called eGrunnerverv, which centralized the entire land acquisition process, integrated with national land ownership data, and provided a portal for communication and documentation. The solution made the land acquisition process 20% more efficient, saving substantial time and cost, and is predicted to achieve a full return on investment within three years. The vendor's system also improved transparency for taxpayers and is now being rolled out to other Norwegian authorities.
