Deltek Open Plan and Deltek Cobra implemented to Save Venice

Progetto Venezia (the Venice Project), managed by the Consorzio Venezia Nuova, tackles the urgent challenge of protecting Venice—a city of 117 islands and 400 bridges—from increasingly frequent, climate-driven flooding. The program will engineer and install 79 movable flood barriers across the ports of Chioggia, Malamocco and Lido over eight years, while coping with complex logistics, interdependent works and unpredictable annual government funding.

Emmepi implemented a planning and control model using Deltek Open Plan and Cobra to capture all activities, responsibilities, deadlines and financial commitments, and to provide flexible, multi‑project scheduling and cost control. The combined solution enabled detailed WBS coding, budget management, forecasting and automated reporting, allowing the consortium to closely monitor time, cost and quality and to adapt plans to available funds—ensuring project progress and compliance with objectives.
