Lockheed Martin’s MS2 division, a business unit delivering surface, air and undersea systems on hundreds of defense programs, was using eight different planning and earned‑value systems across seven lines of business and 12 locations. The disparate tools and processes hindered consistent program performance management, slowed operations, and made it difficult to meet rigorous earned value (ANSI/EIA) and Sarbanes‑Oxley requirements.

MS2 implemented Deltek Open Plan, Cobra and WelcomHome as a unified Program Performance Management System (PPMS), providing integrated scheduling, cost/earned‑value analysis and web reporting. The rollout consolidated more than 500 active programs, delivered enterprise‑wide visibility and common processes, produced cost savings from tool consolidation, and enabled MS2 to train roughly 1,000 users in year one while improving budget management, on‑time delivery and regulatory compliance.
