Aspire Defence Ltd., a consortium including KBR and Carillion, was appointed to deliver Project Allenby/Connaught — a 35‑year, £8 billion PFI to improve life for 18,500 soldiers, with £1.3 billion of construction works to manage. The team faced a complex challenge: plan and control costs across a 10‑year construction horizon spread over six locations, with around 30 surveyors inputting daily data and thousands of buildings and activities to track.

Aspire implemented Deltek Cobra for its scalability, open architecture and customizability, building a bespoke database that supports hundreds of concurrent users. By loading 1,000+ buildings, budgets, procurement and time‑phasing data, the system enables detailed drill‑down, forecasting and tight budget control across millions of calculations and hundreds of thousands of data lines — delivering clearer visibility, better planning and stronger cost control.
