Boeing Integrated Defense Systems (IDS), a global prime contractor on large, multi‑site defense programs, needed to standardize program management across hundreds of contracts and thousands of projects. The main challenge was integrating cost and schedule data across multiple sites and programs and establishing the capability to practice weekly earned value at scale so managers could get timely, accurate status and make informed decisions.

Boeing standardized on Deltek Open Plan and Cobra (Welcom) and centralized program data in an Oracle database with terminal‑server access, integrating subcontractor schedules and using Cobra’s batch processing to automate weekly earned‑value calculations. The result was consistent, centralized data visible to distributed teams, faster reporting and more analyst time for insight—enabling timely corrective action, stronger program control and leadership in integrated program management.
