The California Insurance Guarantee Association (CIGA) protects California policyholders by taking over claims from insolvent insurers and is chartered to reconcile 100% of claims within 45 days. Rapid growth in payouts and a deluge of disparate claims data between 2004 and 2011 strained operations: DBAs spent up to 75% of their time on database refreshes, hosting and privacy requirements became costly, and slow, sequential environments threatened timely claims processing.

CIGA implemented Delphix as a strategic data management platform to virtualize, provision and mask data across Guidewire ClaimCenter and other systems.
