California Insurance Guarantee Association (CIGA) is the state-backed organization that pays covered claims when member insurers become insolvent and must be able to begin resolving insolvencies within 45 days. CIGA faced slow, costly data refreshes (up to 24 hours per refresh), rising storage and hosting costs, an imminent datacenter migration, and a small IT team stretched thin — to the point of needing a second DBA — all of which threatened its ability to provide timely claims service and support testing and reporting needs.
