The City of Edinburgh Council's Housing and Regulatory Services department sought to consult its hard-to-reach tenants on rent investment decisions. Previous attempts using traditional methods had resulted in low trust and limited engagement. The council turned to vendor Delib, opting to use their Simulator product for a new experimental approach.

Delib implemented a customised Tenant Priorities Simulator, an online tool that allowed tenants to set their own spending priorities. This solution provided a new channel for feedback and was completed with a quick turnaround. The results significantly exceeded expectations, generating a response rate three times higher than previous consultation exercises.
