The City of Edinburgh Council faced the challenge of needing to save £67 million while continuing to provide essential services. They wanted to engage a more diverse and representative demographic in the budget consultation process, as previous methods had yielded only modest response rates from an older audience. The council turned to the vendor Delib and their Budget Simulator tool to achieve this.

Delib's Budget Simulator required participants to achieve a set level of savings, which led to high-quality, considered responses by forcing citizens to make informed trade-offs. The solution from Delib was tremendously successful; the council saw a 500% increase in the number of participants compared to the previous year. Furthermore, the average respondent age dropped by a decade, providing the council with the more representative feedback they sought.
